Qualifications / Knowledge / Skills / Experience
-B.E. in Mechanical / Structural Engineering or equivalent with specialized courses in Diving Operations and through knowledge of the regulations that governs it.
-Minimum 13 years experience in the offshore Oil and Gas Industry with particular emphasis on Subsea pipeline construction, Technical studies, repairs, repair spares and installation aids.
Primary Purpose of the Job
To Study, review, update, improve and control the Emergency Pipeline Repair System (EPRS) and ensure pipeline repairs contingency plan is in place.
Principal Accountabilities:
-Develop and prepare the operational work procedure, business plan, objectives and strategies relevant to QP EPRS Club.
-Establish the tendering / Contracting / Procurement strategies for the smooth operation of EPRS. Prepare the required tender documents, evaluate the technical bids and produce necessary reports.
-Follow-up the procurement of necessary spare parts and intervention aids to keep ready for handling any emergencies and update the EPRS members periodically.
-Prepare, review, and manage routine/non routine budget for EPRS operations. Provides interface with Cost and Budget, Cost and planning to provide accurate statistical analysis on committed and non-committed expenditures. Verifies & process Contractors monthly preformed invoice.
-Provide regular updates to the EPRS members on progress of procurement orders, maintenance, inspections/audits, financial and stock status through the EPRS inventory and the management tool.
-Develop, Study, advise and update on Pipe line Isolation, De-commissioning, Repair Technologies, specification of the dive vessel requirement. Maintain close contact with service providers, vendors and suppliers.
-Develop the necessary procedures for pipe line repairs, mobilization, commissioning, de-commissioning and de-mobilization, etc. for the smooth operation of EPRS.
-Conduct regular internal/external meetings acting as department representative to review progress, ensure compliance with EPRS safety and operational requirements.
-Conduct damage assessments for different scenarios i.e. severe corrosion, cracks, specific flaw, anchor damages, lateral buckling, walking and handling during repair operations.
-Respond immediately to any offshore EPRS situation and produce relative reports, lessons learned along with presentation to all EPRS members during the scheduled meetings
